Responsible for all expense commodities, service, engineering construction, fixed asset and raw material purchase. Contract issue to ensure uninterrupted quality product flow or service delivery, negotiating lowest total cost and optimizing supplier relationships.

负责所有费用类耗材和设备、服务类、工程类、固定资产类以及生产原料的采购管理。包括合同拟定及签署和管理供应商，保证高质量，良好服务，低成本的供应。

Essential Duties and Responsibilities/基本义务和职责：

1.  ��   Purchase assigned products at best total cost, consistent with quality, cost, delivery and other requirements at the plant level.

2.Ensure purchasing process comply with Baxter internal control request.

      确保采购流程符合百特内部控制的要求。

3.Plans, implements and leads strategies for supplier management initiatives such as the supplier quality standard, supply assurance programs,

将公司策略引入供应商管理，完善供应商质量标准，供货保证程序。

4.Works effectively with internal departments (logistics, plant manufacturing, quality assurance, etc.) to support goals achievement & smooth operation.

与工厂内相关部门，如仓库，生产，质量，工程等有效沟通，协作完成相关部门目标。   

5.Focusing on commodity pricing/market trending, create cost saving opportunities through competitive bidding, negotiations, etc, take charge of cost improvement projects, value improvement projects (VIP) and sourcing.

关注价格/市场趋势，通过公开招标及价格洽谈等寻找机会，负责采购成本优化及寻找潜在供应商。    

6.Develop strong, ethical relationships with key suppliers to ensure a beneficial relationship.

      与关键供应商建立良好的建设性关系。

7.Organize open bidding for those important purchasing and issue contract. Ensure to comply with relative SOP

负责组织工厂内重要采购项目的招标工作,拟定及签署合同，保证招标及采购流程符合公司相关流程  。   

8.Place raw material order according to production plan. Delivery follow-up。 Responsible for raw material price negotiation and service performance to supplier.

根据生产计划定时下原材料采购订单，并跟踪到货。负责原材料的价格谈判及供应商的服务表现。     

9.Ensure all work comply with all EHS aspects.

  确保工作符合环保、健康和安全的方针政策。
